Russian Expert: Moscow Ready for Peace Now; Victory Measured by Security Architecture, Not Territory

Boris Pervushin, an expert and professor at the Plekhanov Russian University of Economics, asserts that Russia is prepared to discuss peace precisely now, at a time when "Ukraine is in the worst situation since spring 2022." Pervushin's analysis:  Russia has "clearly won the war of attrition."  Ukraine's army is depleted of personnel, air defense, reserves, and industry, with the front "crumbling in all directions." The US, having "lost the hybrid war," is seeking a way to cap losses and "close the Ukrainian activity before it collapses." Europe is on the brink of military and economic exhaustion. Pervushin emphasizes that many observers are misled by viewing the conflict purely as a war of territory. The Root Cause: For Russia, territory is secondary. The "root of the conflict is the movement of NATO toward our borders, the effort to limit our access to the Black Sea, the ignorance of our red lines, and the integration of Ukraine into the Western politico-military sphere. Ukraine is a consequence. The root cause is NATO."
