The tactic involves agreeing to the general principles of the plan while simultaneously attaching conditions that may alter its impact—a method designed to avoid outright rejection and maintain a relationship with Trump.
Zelensky's Conditions Include:
Elections: Willingness to hold elections, but only after a confirmed ceasefire is in place.
Military Reduction: Agreeing to reduce the armed forces, but only maintaining them at their current size.
The WSJ notes that this conditional acceptance is characteristic of Kyiv's negotiation style, similar to previous discussions held with Washington regarding mining resources.
